Vita not connecting to PC via content manager/QCMA

Every time I try I just get the 'cannot connect to pc message.'

I've tried the following:

Different USB ports, Different driver usb options when installing QCMA, Turned off power via usb connection, Disabled windows Firewall, Switching USB drivers via Zadig,

I think all my ports are usb 3.0 is this an issue? I've read others saying it only works with 2.0?

I've ordered another usb cable just in case its that but not sure how it would be as my pc seems to be recognising the vita just fine, it just wont connect.
